About the Author Mr. Laird is a graduate of the School of Engineering, University of Wisconsin. He was a manufacturing engineer and served over a period of thirty years as city manager for six municipalities. He was also editor of "The American City" magazine, a consultant for a proposed new town development, a utilities consultant for Addis Abba, Ethiopia, and on the staff of the Commercial Fisheries Division of the Alaska Department of Fish and Game. In 1952 and 1954, he was an unsuccessful candidate for the U. S. House of Representatives from the fourth congressional district of Nebraska.
