Cleaning Up the Great Lakes: From Cooperatioon to Confrontation

With environmental activism of the 1960s and early 1970s, the Great Lakes became a testing ground for policy regulating water quality. As fear that pollution had caused the "death" of the lakes spread, a broad-based popular movement pressured government and business to control the flow of pollutants into the Great Lakes.Kehoe traces the federal intervention to control pollution, shows how new federal regulation was implemented, and assesses its relation to broader changes in public policy. Tracking the evolution of water pollution regulation, he shows how the "cooperative pragmatism" of the Progressive Era gave way to public interest activism. Yet, the causes of pollution could not be fully addressed in the legal or scientific arenas, and, as Kehoe reveals, by the late 1970s it was apparent that cooperation would be necessary to control pollution.
