In their emphasis upon parliamentary authority and the more generalized concepts of rights of Englishmen and natural rights, historians of the American Revolution have generally neglected the extent to which the decade of debate which preceded the Revolution exposed and was to some extent a product of ancient ambiguities in the constitutional connection between Great Britain and the colonies. Behind the ostensible concern over the colonists' relationship to Parliament was not only the fundamental problem of where ultimate sovereignty resided but the intermediate question of the nature of colony constitutions and of the precise character of the colonists' relationship to the Crown. The place of this question in the pre-Revolutionary debates is perhaps nowhere more clearly discernible than in the two pamphlets here reprinted for the first time: Sir Egerton's "Considerations on Certain Political Transactions of the Province of South Carolina" and Arthur Lee's Answer to "Considerations o Certain Political Transactions of the province of South Carolina", both published in early 1774.
