This book seeks an explanation of that situation, and finds it primarily in the nature of exportled growth, with foreign capital at the centre of the process, and in the repercussions of such a path on policy making and on the evolution of the vested interests behind policy. The evolution of the various export sectors is traced period by period and their contribution estimated. The role of foreign capital is evaluated -and found in some instances to be strongly negative. Other chapters then evaluate for each period the effect of export growth on other sectors, particularly industry, with special attention to the role of policy. Since Peru's manner of integration into the international economy appeared to increase economic dependence and inequality and failed to provide a high rate of expansion, the points where a break with the system in some form appeared possible are considered with special care, to determine the factors working for and against greater autonomy. The most recent of such attempts is represented by the 'Revolutionary Government of the Armed Forces' which took power in 1968 - one of the most interesting recent endeavours in Latin America to make a radical break with the past.
