On February 5, 2003, Es-tonia joined the V-10 Statement on compelling Iraq to disarm and offered overflight and transit of U. S. coalition forces for Operation Iraqi Freedom. Civilian control of the Military and Oversight of Intelligence Agencies Legal mechanisms exist in Estonia to guarantee civilian control of Estonias military and intelligence services. The President of Es-tonia is the Supreme Commander of National Defense. He can de-clare war and issue mobilization orders in case of an attack against Estonia.
