Dear Sir: --I haye the honor to transmit a copy of the Forty-Fifth Annual Report of this Institution, for the use of His Excellency, the Governor, and of the Legislature, accompanied by a collection of tributes paid to the memory and character of the late Director, Dr. Samuel G. Howe, together with his likeness. This addition is explained in the following words of the Trustees: The eminent and efficient services which he (Dr. Howe) through life so promptly and gratuitously rendered to the public charities of the Commonwealth, justify us in placing these tributes on record.
