One day--in a time of deep political anxiety--a Queen resolved to help her allies in resisting the encroachments of an overwhelming military force. Her allies, few in number as compared against their foes, were broken in the field, and weakened by domestic broils. Some of their provinces were overrun. For ages past their ports and water-ways had been coveted by adjacent kingdoms, and their territory had been a common battle-ground. But they were chiefly harassed from one side--that of a vast fanatical Power, which covered its lust of land by the pretence of zeal for the Christian Church. Supported by a trusty Minister and loyal Parliament, the Queen resolved to aid those neighbours, not so much for their sake, as for that of her own country. No puerile knight-errantry inspired her thought, or moved her trusted Minister and her loyal Parliament. Their native land was in their mind. They saw that in the safety of their neighbour they were setting up a bulwark for their own defence. Reading the lesson of recent siege and battle-field, they saw a people who, if smaller in battalions than their enemies, had the military virtues which entitle and enable men to live. With time--secured to them by a little help--they thought those neighbours might be able to recruit their strength, keep what was left to them, and perhaps regain some part of what was lost. That Queen was Elizabeth; that Minister was Burghley; that neighbour was the Netherlands; that fanatical Power was Spain. Elizabeth proposed to occupy a portion of the weaker State, not in full sovereignty, but as a station and a pledge. She chose an island with a port, and made that port her place of arms. A...
