Not illustrated. 1894 Excerpt: . . . are so excessive that they neither yield cheap products to the consumer nor permanent employment to manufacturers and to the laborers in their establishments. So great are the ills flowing from our present system that a bill has already been recommended by this committee for a large extension of the free list and for reductions in the rates of duty imposed upon manufactured goods. This bill still further reduces revenues 75, 000, 000, estimating the revenues on the basis of importations of last year. It has seemed that our commerce, our manufacturers, our consumers, and our laborers should have relief from the present restricting and paralyzing system of taxation. Having recommended that excessively high tariff duties should be abandoned, that the raw material which enter into our manufactures should be either made free or subjected to lower duty, it becomes necessary to recommend some means whereby the present and prospective deficiency in revennes shall be supplied and a more just and equitable imposition of the burdens of taxation be made. The committee, therefore, recommend an increase of the tax on distilled spirits from 90 cents per gallon to 1 per gallon, and have recommended an increase in the tax on cigarettes from 50 cents per thousand to 1 per thousand; the imposition of a tax of 2 cents a pack on all playing cards made or offered for sale in the United States, and a tax of 2 per cent on all net incomes of corporations and on incomes of individuals in excess of 4, 000. A tax on incomes is no experiment in this country. It has been tried thoroughly here and in other great governments of the world. In all countries where it has been tried it has not only yielded a certain revenue, but it has also put a portion of the burdensof taxation on that par. . . This item ships from La Vergne,TN.<
